It is a mandatory field only when the invoice issue date is earlier than the current date and outside of the range set by the myDATA limitations law. 
Acceptable values for ERP: 3 (Loss of connection) 
Acceptable values for Providers: 1 (failure of entity to communicate with the provider) and 2 (failure of the provider to communicate with myDATA)
